Description description
After applying AEM 6.5.23, the following issues occur when switching to Developer mode in the page editor:
銉籘he Developer panel does not appear
銉籗witching between Edit, Layout, Timewarp, LiveCopy Status, or Targeting modes does not work
銉籈rror messages from /libs/cq/gui/components/authoring/editors/clientlibs/core.js appear in the browser console

This issue is tracked as SITES-30922 and a fix is planned for AEM 6.5.24. To restore editing capabilities after Developer mode prevents a return to Edit mode, clear the browser cache, reload the page, or open the editor in incognito mode.
